Or is 1. Qd4 played to allow the rook to enter onto the second rank if the rook is used to block the check?

1....Qe3+ is no good, because 2.Rf2 and Black has nothing, he's not winning.
1...Qd4+ is played, because 2.Rf2 Re1 mate!
