You are right that there is another mate (in fact there are several longer mates) in 16682, but it takes one move longer. If white plays 2.Rh6+ black can put the knight in the way with 2...Nh5 then 3.Rxh5# is mate. Personally, I don't think that should be credited as a solution as I think when there is mate in one it's reasonable to expect users to play that in preference to other longer solutions, because it's important to see in a real game.
