Problem Quality Rating

It seems to me that people rate a problem not based on its quality but based on how appealing the problem is to them.

I have found a LOT of problems with a low rating that is very educational and that has no ambiguity whatsoever.

I think that it should somehow be made clear what is meant with problem "quality".

There are a number of one-star problems that are reasonably good problems. This often happens when lower rated players are given problems that are too hard for their current level. Sometimes the player does not fully understand the problem and thinks their answer should have been accepted so mark the problem as low quality.

I think defining what is meant by "quality" is probably quite difficult as it really is in the eye-of-the-beholder in many respects.
